Guyana recorded 260 crude oil lifts in 2025 from its four producing floating production, storage and offloading (FPSO) vessels, Minister of Finance, Dr Ashni Singh, said during the reading of Budget 2026 on January 26.

He told the National Assembly that the lifts included production from Liza Destiny, Liza Unity, Prosperity, and the ONE GUYANA FPSO, which completed its inaugural lift during the year. 

Government entitlement accounted for 32 lifts in 2025.

“For the year 2025, the Natural Resource Fund received US$2.1 billion in profit oil, comprising US$400.1 million from Liza Destiny, US$767.7 million from Liza Unity, US$824.4 million…from Prosperity and US$133.6 million from ONE GUYANA,” he said. 

Royalty payments also boosted petroleum revenues. “With respect to royalty payments, US$330.7 million was received from the Stabroek Block operator,” he said. ExxonMobil Guyana is the operator. 

Dr. Singh said total petroleum receipts for the year included a US$15 million signing bonus tied to a new production sharing agreement concluded on November 11, 2025. “…Fully disclosed and deposited in the Natural Resource Fund,” he added.

Withdrawals from the NRF were made to support the national budget. 

“US$2.463 billion was withdrawn to finance national development priorities in Budget 2025,” he added, with the NRF closing the year with a higher balance despite the drawdowns. 

“At the end of 2025, the balance in the NRF, inclusive of interest income and net of withdrawals made, stood at US$3.25 billion,” he reported.
