Michael Munroe has been appointed to succeed Dr. Martin Pertab as Director of Guyana’s Local Content Secretariat. Pertab has now taken up the post of Chief Executive Officer at the country’s Central Housing and Planning Authority (CH&PA).

Pertab, who was appointed Director in February 2022, played a central role in overseeing Guyana’s local content framework during its formative years. His move to CH&PA was announced on September 22, when he was welcomed by Director of Operations Denise King-Tudor and other senior officials. 

He assumes leadership of the agency, which falls under the Ministry of Housing and Water, at a time when the Guyana government is undertaking infrastructural works to massively expand its land and housing program.

Munroe – former Legal Officer at the Ministry of Natural Resources – assumes leadership of the Secretariat, as the government considers amendments to the Local Content Act. The proposed updates include a stricter definition of a ‘Guyanese company’ — potentially requiring residency and proof of tax contributions from local shareholders — and an expansion of the First Schedule, which identifies services that must be supplied by Guyanese firms.

The changes are intended to curb fronting practices that undermine the Act’s intent and to strengthen opportunities for Guyanese citizens and businesses in the oil and gas sector.
