Guyana looking to conduct major studies as part of transparency initiative for extractive sectors

Guyana’s Ministry of Natural Resources on Wednesday issued a Request for Proposals (RFPs) inviting eligible specialists to submit bids to complete two projects. The first seeks a consultant to conduct a comprehensive Guyana Extractive Industries Transparency Initiative (GYEITI) systematic disclosure feasibility study; and the second also requires a suitable expert to conduct a comprehensive GYEITI beneficial ownership register scoping study.

With regards to the systematic disclosure feasibility study, the objective of the assignment is to assess the feasibility of embedding EITI disclosures in government systems and corporate reporting, amongst other key objectives.

According to the RFPs, the bidding documents can be examined and obtained at the Ministry of Natural Resources’ head office at Duke Street, Georgetown, Guyana.

The FRPs went on to indicate that all bidders should submit their bids together with a bid security of 1.5% of the tendered amount no later than August 3, 2021, at the National Procurement and Tender Administration Board (NPTAB) in Georgetown. Bids will be valid during the 120 days after the closing date of the tender.

In June, OilNOW reported that Guyana’s Minister of Natural Resources Vickram Bharrat had shared that the country was moving to create a beneficial ownership register. This decision is in keeping with requirements Guyana had signed onto when it became a candidate of the EITI in 2017. Guyana’s Vice President, Dr. Bharrat Jagdeo, had assured that the government is in full support of this initiative.
