Exxon seeking support vessels for Guyana operations

ExxonMobil Guyana plans to put in place an enabling agreement for the provision and operation of Multi-Purpose Support Vessels (MPSVs), Platform Support Vessels (PSVs), and Fast Support Vessels (FSVs) for offshore activity in the new oil producing South American country.

In a public notice, the company said vessel delivery date to Guyana will be October 1, 2021, or January 1, 2022, depending on the type of vessel.

“The scope of this Request for Information (RFI) is to identify Suppliers who can provide MPSVs, PSVs, and FSVs, and the services associated to operating these vessels,” the company said in request for information documents seen by OilNOW.

ExxonMobil also indicated that contractors will be responsible for a range of local content requirements in addition to any such requirements issued by authorities in Guyana.

These include preparation and implementation of a program to maximize employment of Guyanese nationals (during the Work) having appropriate qualifications and necessary experience to conduct operations.

Preference should be given to the purchase of Guyanese goods and materials, provided such goods and materials are available on a timely basis, of the quality and in the quantity required by the contractor, at competitive prices. Utilization of Guyanese contractors insofar as they are commercially competitive and satisfy the contractor’s financial and technical requirements is also stipulated.

Additionally, contractors are expected to establish appropriate tender procedures for the acquisition of goods, materials, and services, which shall ensure that Guyanese contractors are given an adequate opportunity to compete for the supply of goods and services.

The contractor is also expected to provide local content reporting metrics using Buyer-provided template as it may be periodically revised by Buyer.

ExxonMobil has been rapidly expanding its operations in Guyana with a robust 15-well exploration and appraisal drilling programme currently underway and development activities ongoing for the Liza Phase 2 project. Additionally, the company’s third and fourth developments at Payara and Yellowtail respectively, have already been approved.

It is estimated that by 2025, Guyana will be producing more than 1 million barrels of oil per day from offshore projects at the prolific Stabroek Block where ExxonMobil is operator.
