Guyana seeking firm to construct new NGL storage and offloading facility

The Guyana government has launched a two-part procurement process for the development of a natural gas liquids (NGL) storage and marine offloading facility, a key component of the country’s landmark Gas-to-Energy project.

In the first of two notices published on Sunday, firms are invited to pre-qualify for the construction of the NGL storage and offloading facility, along with its associated pipeline. The facility will receive NGLs from a separation plant under construction at the integrated natural gas processing facility at Wales, West Bank Demerara.

To qualify, companies must have previously constructed at least five NGL storage and offloading facilities of similar or greater scale. Submissions are due by September 30, 2025.

The planned facility must accommodate production of around 4,200 barrels of NGLs per day and be scalable to receive an additional 5,900 barrels per day to support a potential second phase of the project.

In a separate notice, the government is seeking engineering services to develop the full request-for-proposals (RFP) package for the construction tender. Proposals for this contract are due by July 29.

The Gas-to-Energy project will transport natural gas from ExxonMobil’s Liza field in the offshore Stabroek Block via subsea and onshore pipelines to the Wales site. There, a gas processing plant will separate liquids for sale and supply dry gas to a 300-megawatt power plant.

Initial gas production is expected to reach 50 million cubic feet per day, with a second phase under review that could raise throughput by another 75 million cubic feet per day and support a second power plant. Completion of the Phase 1 integrated gas processing facility is targeted for late 2026.
