Guyana plans to advertise its need for a storage facility and a marketer for the Natural Gas Liquids (NGL) from its Gas-to-Energy project soon.
“The government is working to have an NGL storage facility and marketer for the NGL to be advertised shortly,” President Ali said at a June 22 press conference.
The government expects first gas from the Liza field in 2025. This depends on the completion of a 300-megawatt (MW) combined cycle gas turbine power plant. Ali said “government remains hopeful” the contractor, CH4-Lindsayca, delivers the plant in the first half of 2025. However, this pertains to the use of the dry gas for domestic power generation.
The NGLs are not expected to be utilized until the completion of an NGL processing plant at the end of 2025. Guyana aims to be a top NGL supplier for Brazil’s Roraima state, the Dominican Republic, and the Caribbean.
Other key aspects of the Gas-to-Energy project are expected to be completed in 2024 or early next year. Ali reminded that Exxon expects to complete the pipeline installation by the end of the year. Exxon plans a two-week shutdown period for each of the two Liza projects, to hook up the pipeline.
Ali said Kalpataru Projects International Limited (KPIL) is expected to complete the transmission lines in 2024, and the substations in the first quarter of 2025.
“We’re also working to have the [materials offloading facility] on the west channel to be operationalized. This will require significant dredging and investment in dredging. So, we’re looking to see how we can have a viable sustainable long-term plan in relation to the dredging of the Demerara River to meet the needs of the development that is taking place,” Ali stated.
The President said too that Guyana expects the United States Export-Import Bank to submit Guyana’s loan request to its Board on/before the third quarter. The consideration for this US$646 million loan is likely mid-July. However, the loan process has not slowed the project progression, since the government has been funding the works while it awaits the Bank’s approval.
