Plans are underway to commence the audit of Stabroek block expenses incurred by ExxonMobil, Hess and CNOOC for the period 2020-2023, said Vice President Bharrat Jagdeo.
“We are … going out to tender soon for the audit up to the end of 2023 so you should see that go out very soon,” he said during a Jan. 18 press conference.
The previous audit for 2018-2020 expenses was done by a consortium. There were local consultants: Ramdihal and Haynes Chartered Accounting and Professional Services Firm, Vitality Accounting and Consultancy Inc., and Eclisar Financial & Professional Services.

They were hired in 2022 to conduct the audit alongside the Oklahoma-based Martindale Consultants Inc. and the Swiss technical company, SGS. The audit costs included reviews of the US$3.6 billion Liza 1 development cost and part of the development costs for the US$6 billion Liza 2 project. Exxon also drilled wells during this period and made several discoveries.
The new audit will include the US$9 billion Payara project, and some development expenses of the US$10 billion Yellowtail development and the US$12.7 billion Uaru project. Payara started production late last year but Yellowtail and Uaru are yet to come online.
