Guyana seeks legal and project management experts to steer Gas-to-Energy project

The Government of Guyana is looking to hire a legal counsel and project manager to strengthen oversight of its flagship Gas-to-Energy project, according to a notice published this week by the Office of the Prime Minister.

The vacancies, advertised by the Gas-to-Energy Secretariat, are for one project manager and two legal counsels. The positions will support planning, coordination, and compliance as the project advances toward its scheduled completion in 2026.

The project, a centrepiece of Guyana’s efforts to reduce electricity costs and cut dependence on imported heavy fuel oil, will use associated natural gas produced offshore by ExxonMobil to generate 300 megawatts of power. It also includes a Natural Gas Liquids (NGL) separation plant that will allow the State to monetize propane, butane, and other products.

The project is now also expected to include a natural gas liquids storage and marine offloading facility, with associated pipelines. The government has launched a two-part procurement process to find firms to construct and manage the NGL storage/offloading facility, which will receive liquids from the separation plant at Wales (West Bank Demerara). The facility is planned to handle liquids at a rate of about 4,200 barrels per day (b/d) initially, with room to scale up by an additional 5,900 b/d under a second phase.

In a mid-September update, Minister within the Ministry of Public Utilities and Aviation Deodat Indar stated that the 300-megawatt power plant was more than three-quarters complete. At the same time, the overall project, including pipelines and the NGL facility, had reached 68% completion. The government expects completion in 2026. ExxonMobil installed a pipeline from the Liza field to Wales in 2024 to transport the gas.

The new hires are expected to consolidate government efforts and ensure the multi-faceted project, which has seen multiple delays, stays on schedule. The project manager will oversee multiple work packages, manage procurement, coordinate contractors, and ensure compliance with safety and quality standards. The legal counsel will draft and review project agreements, monitor regulatory compliance, and provide guidance on contracting and licensing.

The administration of President Irfaan Ali has touted the Gas-to-Energy project as transformative, promising cheaper, more reliable electricity to underpin industrial development and attract investment. The project, in addition to other upgrades, is expected to reduce power outages that continue to plague the South American nation.

Applications for the vacancies close on Oct. 15, the notice said.
