Chinese engineering giants among 12 groups vying to build natural gas facility in Guyana

Twelve groups, including several major Chinese engineering firms, have submitted proposals to construct a natural gas liquids (NGL) storage and marine offloading facility in Guyana — a key component of the country’s landmark Gas-to-Energy project.

The National Procurement and Tender Administration Board opened the bids on October 28, following a series of submission deadline extensions since the June launch of the process. The project will support the storage and export of natural gas liquids produced at the integrated gas processing facility being built at Wales, West Bank Demerara.

The 12 submissions came from:

  7. JEREH HENGRI Engineering and Technology Company Ltd (China) 
  8. China Camc Engineering Company Ltd
  9. Kalpataru Projects International Ltd (India) 
  10. China Railway First Group Company Ltd, China Petroleum Engineering and Construction
  11. ALYA CONSTRUTORA S.A. (Brazil)
  12. Baywood Continental Ltd 

The government’s notice invited firms to submit proposals to prequalify for the design and construction of the NGL storage and offloading facility and its associated pipeline. The government is expected to invite the qualified groups later to bid for the construction tender. 

A second notice attracted four proposals for engineering services in early October, to assist the government with development of the request-for-proposals package for the construction tender. 

The facility will initially handle about 4,200 barrels of NGLs per day and will be scalable to receive an additional 5,900 barrels per day to accommodate future expansion.

The NGL facility forms part of the wider Gas-to-Energy project, which will transport natural gas from ExxonMobil’s Liza field in the offshore Stabroek Block to the Wales site. There, gas will be processed to extract liquids for sale and used to fuel a 300-megawatt power plant. The Gas-to-Energy project’s first phase is targeted for completion in late 2026.
