The Guyana government is actively seeking an independent administrator for the preparation of its fifth Extractive Industries Transparency Initiative (EITI) report. The anticipated report will cover the fiscal year of 2021 and is due for publication in December 2023.
This call follows the recent lifting of Guyana’s membership suspension from the EITI. The suspension, enforced in February 2023 due to a delay in publishing Guyana’s 2020 EITI report, was lifted on June 30, 2023, when the report was finally published.
To assist with the cost of the upcoming report, the government will utilise part of the proceeds of a US$20 million World Bank loan, under the Guyana Petroleum Resources Governance and Management Project (GPRGMP).
The objectives of the report are to increase industry transparency and accountability, shed light on the country’s renewable energy sector, provide detailed disclosures of licensing and environmental data, and incorporate transparency data on the social and environmental impacts of extractive activities.

The independent administrator will conduct a comprehensive gap analysis, considering aspects such as energy transition, gender and women’s empowerment, and anti-corruption activities. Moreover, the consultant will evaluate whether Guyana’s mining fiscal and legal regime is sufficiently robust to manage any potential surge in demand of critical minerals essential for the growth of the renewable energy industry.
The role will also necessitate collaboration with external stakeholders, including journalists and anti-corruption agencies, for reliable and valid analyses of the information. In addition, the independent administrator is expected to provide training and guidance to all reporting entities on how to complete the summary data templates to ensure accurate data submission.
The report will also spotlight beneficial ownership transparency, detailing the anti-corruption practices of reporting agencies. It will demand industry commitments to publish policies relating to anti-corruption, gender, climate change, and energy transition.
The government has stated that the duration of the assignment will be six months, commencing in September 2023, during which the consultant will need to be physically present in Guyana. The government has invited expressions of interest for the consultancy.
