Guyana’s Minister of Natural Resources, Vickram Bharrat, has stated that no crude oil is offloaded from the country’s fleet of floating production, storage and offloading (FPSO) vessels without multi-agency supervision.
Speaking on the floor of the National Assembly during the budget debate this week, Bharrat stated that the four FPSOs operating offshore Guyana have full-time representatives from key government agencies onboard.
“We have a representative from the Environmental Protection Agency, the Guyana National Bureau of Standards, and the Guyana Revenue Authority overseeing our interests… and the only time there can be an offtake of crude from that FPSO into tanks is if these individuals are present,” he said.

He said this rigorous monitoring ensures transparency in a sector that has become a major driver of Guyana’s economy. “This is the result of prudent management, strategic oversight, and visionary leadership.”
Guyana’s Stabroek Block averaged just under 716,000 barrels of oil per day in 2025, supported by output from Liza Destiny, Liza Unity, Prosperity, and the start-up of ONE GUYANA, which produced just under 191,000 barrels per day in the second half of the year.
