Prime Minister, Brigadier (Ret’d) Mark Phillips, has confirmed that transmission lines, substations, and transformers for Guyana’s flagship Gas-to-Energy (GtE) project will be completed by May 2026. He said the Guyana National Control Center (GNCC) is expected to come on stream by the end of this year.
Phillips – whose office has direct responsibility for the energy sector – provided the update on February 9 in the National Assembly during the Committee of Supply’s examination of the country’s 2026 Estimates of Expenditure.
“This is an expensive project, quite transformative, and we have to be responsible,” he noted.
The government has allocated US$51.3 million (approx. GY$10.7 billion) for Phase 1 of the Gas-to-Energy projectin Budget 2026. The largest portion of the allocation, totaling US$23.4 million (GY$4.88 billion), is set aside for engineering, procurement and construction of the Natural Gas Liquids (NGL) plant and the 300-megawatt combined-cycle gas turbine power plant.
“… All the major equipment is in country and already moved to the site. The foundation to accommodate the equipment already cured, and the equipment is mounted. So it’s just some additional work, and then you have the connections,” Phillips said.
He said the sum of US$15.8 million (approx. GY$3.29 billion) is set aside for Kalpataru Projects International Limited (KPIL) and Excel Guyana (EPC) Inc. for engineering, procurement, and construction works on transmission lines and substations linking the NGL plant and power facility. This is expected to be completed by May 2026.
Overseeing this component of the project to the tune of US$294,500 (approx. GY$61.4 million) are local project management firms E&A Consultants, SRKN’gineering and Associates Limited, and Caribbean Engineering Management Consultants Inc. (CEMCO), the Prime Minister stated.
The sum of US$598,600 (approx. GY$124.8 million) has been budgeted for the procurement and commissioning of transformers by Cummins Electrical. This is slated to be completed in May 2026.
An allocation of US$1.932 million (approx. GY$402.9 million) has been made for the construction of the Guyana National Control Center (GNCC) building. This is being undertaken by Power China International and is expected to be completed by the third quarter of 2026.
According to Phillips, part of the GY$10.7 billion allocation will support studies and consultancy work for future industrial projects linked to gas utilization. These include planned developments such as gas bottling, fertilizer production and other gas-based industries within the Wales Industrial Development Zone.

On the pipeline infrastructure, the Prime Minister confirmed that the gas pipeline to Wales has already been constructed and is currently filled with nitrogen for preservation.
At this stage, he said, “There are no operational or maintenance costs associated with the pipeline.” He added that costs will only commence once gas begins flowing and the system becomes operational.
