Halliburton and Rhino Resources have announced the successful delivery of two exploration wells on Block 2914 within Petroleum Exploration License (PEL) 85 offshore Namibia.
Halliburton’s integrated services and collaborative approach were key to Rhino’s success as the block’s operator. These wells mark the first to be completed entirely using in-country infrastructure. The work was executed through Halliburton’s new operational bases in Walvis Bay, Swakopmund, and Lüderitz.
“This success is an example of what’s possible when world-class technology, local collaboration, and a shared long-term vision come together,” Antoine Berel, Vice President, Halliburton Sub-Saharan Africa, said.

Berel said the infrastructure now in place helped enable the discovery and will support Namibia’s future as an energy hub. As Namibia attracts global interest in its offshore potential, Halliburton said the campaign sets a new benchmark for energy development in the region.
Rhino Resources’ Chief Executive Officer, Travis Smithard, vv7 said the discoveries are just the beginning of a broader national effort.
“At the onset of the drilling campaign, we communicated to our partners that Rhino’s exploration efforts in Namibia should simultaneously prove geological potential and deliver long-term benefits for the country,” said Smithard.

He added, “The discoveries on Block 2914 are a promising start to this journey, which will contribute to the foundation we are laying for Namibia’s burgeoning oil and gas industry — one built on knowledge and skills transfer, local capacity building and the upliftment of young Namibians.”
In October 2024, the companies launched the Rhino-Halliburton Technology Centre at the University of Namibia (UNAM) Southern Campus.
The facility was described by Halliburton as a long-term investment in Namibia’s youth and future scientific leadership in energy.
Halliburton said its local-first strategy with Rhino underscores their commitment to capacity building and sets a model for future energy projects across Africa.
