CNOOC Petroleum Guyana Limited (CPGL) is preparing to tender for onshore catering services (Chinese cuisine) in support of its activities in Guyana.

In a notice, CGPL said the bidding process will be twofold: a pre-qualification round (RFI) and a proposal round (RFP).

“Only bidders who meet CPGL’s pre-qualification requirements in the RFI round would be asked to participate in the RFP round,” the notice outlined.

Last year, Guyana commenced work on creating a local catering consortium to service its expanding oil and gas industry.

The Minister of Natural Resources Vickram Bharrat; Director of the Local Content Secretariat Martin Pertab and other key ministerial and government officers met with over 100 Guyanese-owned catering services to discuss how a consortium can be formed to bid and supply food to the two offshore floating, production, storage and offloading (FPSO) vessels back in October 2022.  

Both vessels – the Liza Destiny and Liza Unity – are operating in the prolific Stabroek Block. The consortium will benefit from waivers on duties and taxes for machinery and equipment needed to operationalise their work; and may see opportunity with this notice from CNOOC.

The First Schedule of Guyana’s Local Content Act carves out 40 sectors and sub-sectors for Guyanese businesses, including catering. Contractors, sub-contractors and licensees operating in Guyana are required to source 90% of their catering services from Guyanese businesses. They are also required to source 75% of their food supply from Guyanese businesses.
