Guyana expects over 700 technical, skilled oil and gas hires this year – Local Content Secretariat

According to figures released by Guyana’s Local Content Secretariat (LCS), for 2023, over 700 hires are expected for the country’s oil and gas sector. The hires range from the technical and skilled categories to Information Technology (IT) and Health. 

A total of 323 technical hires are planned: from Technicians, Field Engineers, Riggers, Subsea Technicians, Platform Operators, Engineers, Operations Coordinators, HSSE Officers, and Interns. 

With skilled workers, 294 are expected to be hired in positions ranging from Warehouse Coordinators, Welders, Cargo Operators, Banksmen, Stevedores, Labourers and Plant and Machine Operators. 

For administrative hires, 69 are expected. These include Logistics Officers, Facilities Officers, Site Operatives, Project Managers, Clerks, and General Managers. 

Three IT positions are also available: Data Scientists and ICT Support Officers. 

Additionally, over 40 positions are available in business/finance and health: Paramedics, Doctors, Nurses, Commerical Analysts, Cost Controllers Accountants among others. 

According to the LCS, the annual plan estimates were calculated from data submitted in the Local Content Plans from 25 major Tier-1 subcontractors operating with ExxonMobil in Guyana. 

The LCS in May approved 13 plans from Bourbon Guyana Incorporated, CNOOC Petroleum Guyana Limited, Guyana Deepwater Operations (SBM Offshore), Guyana Shore Base Incorporated (GYSBI), Noble Drilling Guyana Incorporated, SLB Guyana, Stena Carron Drilling Limited, Tenaris Guyana Incorporated, Tullow Guyana B.V., Weatherford Trinidad Limited (Guyana), Tiger Rental, Sustainable Energy Solutions, and OEG Energy Inc.

TechnipFMC, Halliburton, Baker Hughes, Saipem, and ExxonMobil have also received approvals for their 2023 Local Content Annual Plans.

According to the Local Content Act, contractors, sub-contractors, and licensees operating in Guyana’s petroleum sector must submit a Local Content Annual Plan, detailing their procurement, employment, and capacity development plans for the reporting year.

The Act is up for review soon with amendments to the First Schedule, that could potentially see Guyana raking in US$300-350 million annually.

Presently, 40 categories are subject to a legal mandate for contractors to utilise Guyanese goods and services at or above various targets. Head of the LCS, Dr. Martin Pertab had said that the government is looking at adding several new areas, with the current target being 20 or so, to bring in additional revenues.
