The Norwegian Petroleum Safety Authority (PSA) has asked Eni to act following an audit in May of the company’s management of emergency preparedness on the Goliat field FPSO in the Barents Sea.
According to an August 22, 2018 report in Offshore, this exercise had included a follow-up of a previous investigation.
For the PSA, the main aim was to verify that Eni had established barriers, defined performance requirements and followed these up in the areas of logistics and emergency preparedness, Offshore reported.
In addition, the authority sought to verify Eni’s handling of identified non-conformities in connection with audits of logistics and employee participation, and an incident involving serious personal injury on the FPSO that had occurred two years earlier.
The May audit identified regulatory non-conformities related to roles and responsibilities, procedures and instructions, documentation, risk assessment, competence and training of personnel, evacuation routes, signage and marking.
The PSA also observed improvement points concerning the use of lifting equipment, scaffolding, fire team radio communication, alternate mustering station for response teams, and changes to emergency preparedness functions.
Eni must report by Sept. 21 on how it plans to address the non-conformities and respond on how it assesses the various improvement points, the Offshore report stated.
