The Government of Guyana (GoG) and Lindsayca/CH4 (LNDCH4) in a statement today said it will proceed to arbitration over the dispute under their engineering, procurement, and construction (EPC) contract for the Gas-to-Energy project. 

The Dispute Avoidance and Adjudication Board (DAAB) issued formal decisions on January 31, 2025. Both parties had 28 days to decide on arbitration. On February 27, each served a Notice of Dissatisfaction, signaling their intent to move forward with arbitration. The government said the International Chamber of Commerce (ICC) will administer the process in Washington, D.C.

ā€œPursuant to FIDICā€™s DAAB procedures, all DAAB decisions in this matter are confidential,ā€ GoG said. 

Despite the dispute, the project continues. GOG said the contractor has resumed work, including piling and foundation preparations. A cement batching plant is under construction, steel for foundation work has arrived, and a man-camp is being set up. Over 170 workers are mobilized.

The project is expected to cut electricity generation costs significantly, enabling Guyana Power and Light Inc. (GPL) to reduce tariffs by up to 50%. ExxonMobil Guyana Limited (EMGL) has completed the gas pipeline, and transmission infrastructure is nearing completion, with a mid-year target.

Both parties remain committed to advancing the power plant and natural gas liquids (NGL) plant. The relocation of gas and steam turbines, already in Guyana, to the Wales site remains a priority, the GoGā€™s statement noted.
