Digital reforms undertaken by the Guyanese government, including the Planning and Development Single Window system, are improving efficiency in the country’s business environment by reducing approval timelines and streamlining regulatory processes. This is according to Chairman of the Private Sector Commission (PSC), Captain Gerald Gouveia Jr., on February 11.

Speaking exclusively with OilNOW this week, Gouveia related that the reforms have significantly reduced the time required to secure approvals and set up buildings compared to previous years.

“We are seeing an active government approval efficiency generation process, and the private sector is taking advantage of that. What we are doing in Guyana is working. We are showing exponential and unprecedented levels of growth, both from an economic standpoint and infrastructure,” Gouveia said.

He said the reforms are contributing to increased investment activity.

Beyond government systems, digitization is also reshaping how local companies operate. Gouveia said private businesses are investing in compliance systems, financial tracking tools, and operational technologies to align more efficiently with government and banking processes.

“A lot of local businesses are heavily investing in digitizing their processes, their systems, so that they keep the pace of development in the country,” he said.

According to Gouveia, instead of a wide range of opportunities, “now we are looking for better quality opportunities”. He said that only happens if contracts are closed faster. “This is also aided by the fact that we are pushing for a high level of digitization, not only in the public sector,” he added.

The single-window system, launched in 2024 under the Ministry of Housing, serves as a one-stop shop for development-related permissions and clearances. 

It integrates several government agencies, the ministry of public works, the EPA, all neighborhood democratic councils and municipalities.
