Head of Guyana’s Department of Energy Dr Mark Bynoe says the Local Content Policy development which was some time ago transferred to the Ministry of Business from the Ministry of Natural Resources is likely to be handed over to the Department of Energy (DoE).
“We have been having discussions but let me be very candid in saying that we have been having discussions with the Quintet (the five Government Ministers mandated to collaborate on oil and gas matters –Ministers of Finance, Natural Resources, Business, Public Infrastructure, and Foreign Affairs), we have been having discussions with various agencies. So we need to understand what the lay of the land was, who is doing what, and how best we could either complement or support what is happening or bring those within the department,” he told OilNOW in an interview last Wednesday.
A coordinating role
Dr Bynoe made the point that the DoE plays a coordinating role among various Government agencies. “We do not expect the department to do everything. The objective is to have strong collaboration with our partners,” he said.
The DoE Head said that capacity constraints will have to be addressed going forward if the Department is to function as envisaged. “We have to be conscious and realistic about what is practical at this stage of our development process,” he said.
He added that interviews for staff of the Department were just recently completed. Those applicants would have responded for advertisements for positions of Office Manager, Accountant, Procurement Specialist, Confidential Secretary and so forth. These positions he said are likely to be filled by Guyanese.
