The governments of Guyana and the Dominican Republic said on Thursday they are continuing discussions on a proposed oil refinery project in Guyana and potential Dominican investment in the offshore Berbice Block
In a joint statement, the governments said the Dominican Republic, through state refinery Refinería Dominicana de Petróleo S.A. (Refidomsa), is continuing talks aimed at “deepening cooperation and exploring opportunities for strategic investment within Guyana’s oil and gas sector.”
The statement said areas under consideration include “investment interest relating to the Berbice Block, previously held by ON Energy,” along with broader discussions on regional energy security and future collaboration.
Guyana and the Dominican Republic have for several years discussed plans for closer energy integration, including a proposed refinery in Guyana that would process the South American country’s crude.

The countries signed a memorandum of understanding in 2023 covering cooperation in energy, oil refining, agriculture, tourism and petrochemicals.
Thursday’s release did not announce any final investment decision or binding agreement related to either the refinery proposal or the Berbice Block.
Guyana, home to one of the world’s fastest growing offshore oil industries, is working to expand regional energy partnerships as oil production expands and its natural gas era is ironed out.
The governments also said private sector entities from both countries are increasing collaboration through potential partnerships and consortia in agriculture, energy and petrochemicals.
